It depends upon what you consider cheap. $470 will buy you a DSLR with 18–55 mm lens

Ebay and craigslist.
Please clarify, what is your meaning of a professional camera? The camera you want, what is it suppose to have?
Since after 12 hours you haven’t answered in additional comments I can not help you. People are suggesting DSLRS. But you I believe don’t know what you’re looking for, which may possibly very well be a point and shoot with manual settings.
I would suggest Olympus Evolt E520 10MP Digital SLR Camera with Image Stabilization
Nikon D40 or Canon Rebel XS are excellent digital SLR camera which not too expensive.

In your dreams.
Have you ever seen a professional use a cheap camera? It’s very rare, frequently just fine artists with Holgas and Pin Hole cameras.
Professional cameras aren’t cheap (even used ones), but you can start off with an entry level dSLR (one of those cameras everywhere you can switch lenses). You can find these anywhere. Just look online and point out (amazon, overstock, B&H, Adorama, Best Buy, etc.)
Professional cameras can only mean dSLRs. Cheap is relative. With some, the one option is to get a secondhand unit.
While waiting for your new (ancient) camera, it won’t hurt to start learning.
